The Kisatchie National Forest has an ongoing requirement to complete various construction projects on forest system roads and facilities as detailed in the Solicitation/Request for Proposals. The solicitation will result in Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) based on technical capability, past performance, and price as best meets the needs of the Government. These contracts will have a base period, which runs from award through June 30, 2022, and one three-year option period, which if exercised could extend contract performance through June 30, 2025. There is no guarantee that any options will be exercised by the Government. Individual task orders will be competed among MATOC awardees as detailed in the solicitation. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $39.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award. The solicitation for this project will be available only through the www.beta.sam.gov Contracting Opportunities web site. All questions pertaining to this solicitation must be submitted in writing to jay.g.tobin@usda.gov. The anticipated date for issuance of the solicitation has been changed to May 11, 2020, to allow additional time for organizing and scheduling pre-bid site visits. The due date for proposals will be identified on the solicitation. THE SOLICITATION PACKAGE HAS BEEN POSTED. Contractors interested in general road/bridge/trail construction projects shall include proposals for task orders one, two, and four in their submittal. Contractors interested in bridge design/build projects shall include a proposal for task order three. Contractors interested in facilities construction projects shall include a proposal for task order five. Please DO NOT return a copy of the entire solicitation with your proposal, only pages that you create, alter, write-on are required/requested. You may opt out of receiving a task order award by so indicating in your price proposal, but you must still prepare a technical and price proposal for it. Construction plans for task orders one and two have been posted. The bridge inspection report for task order three has been posted. A correction to page 39 of the solicitation has been posted. There is no requirement to send the Performance Relevancy Questionaire to your references.
