The Kisatchie National Forest has a requirement to obtain: 1. Engineering services to design structurally sound repairs of five bridges compliant with State, Federal, and Forest Service standards. 2. Construction services to provide cost effective repairs based upon those designs. The selection process will be based on best-value to the Government with contractor qualifications, technical approach, and past performance being significantly more important than price. All work shall be performed on the Kisatchie National Forest in Calcasieu, Natchitoches, and Rapides parishes. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $36.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) prior to submitting a proposal. The statement of magnitude for this project is between $250,000 and $500,000. Payment and performance bonds will be required; a bid bond is not. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation shall be submitted in writing to Jay Tobin at jay.g.tobin@usda.gov. Responses will not be provided to telephone messages. The anticipated date for issuance of the solicitation is July 2, 2019. The actual due date for proposals will be identified on the solicitation. The Government is planning a pre-bid/pre-proposal site visit, which is scheduled for 9AM July 11, 2019. It will commence at the Calcasieu Ranger District office, 9912 Highway 28 West, Boyce, Louisiana. THE SOLICITATION PACKAGE HAS BEEN POSTED The pre-bid site visit will begin at the Calcasieu RD office in Boyce, LA at 9AM on Thursday, 7/11/2019. Attendance and minutes from the pre-bid site visit are attached as is the FS inspection report for bridge L01-1.0. This posting constitutes amendment 001 to the solicitation; an SF-30 will not be posted. There is no change in the response due date or any of the terms and conditions.
