This is a design/build project. The Government will furnish a set of design intent documents to achieve the following objectives: • Provide safe and durable access to Kisatchie Bayou waterway from the lower parking lot in the recreation area. • Provide bank stabilization to preserve the point of access for future generations. • Provide access and stabilization methods which are aesthetically pleasing and blend into the landscape. The project involves the Design and Construction of bank stabilization and river access stairs: 1. The contractor shall supply all material, labor, tools, equipment, vehicles, supplies, incidentals, supervision and safety measures to complete the project. 2. The contractor shall make site visits as necessary to verify field data. 3. The contractor shall designate a Project Engineer, licensed in the State of Louisiana, to be responsible for verifying all products, shop drawings, design and manufacturer submittals. 4. The Forest Service will approve all contractor submittals prior to implementation, use, and/or construction. 5. The Forest Service will provide all topographic survey data, vertical and horizontal control, and current digital terrain model information required by the contractor to complete design and stake out construction. 6. The Forest Service will provide required permits including Army Corps of Engineers 404, State Scenic Rivers, and Environmental Assessment/Environment Impact Statement in conjunction with contractor design submittals. 7. The Forest Service will designate areas for waste dirt and brush disposal on government property within one mile of construction site. The selection process will be based on best-value to the Government with contractor qualifications and technical approach/proposal being significantly more important than price. All work shall be performed at the Kisatchie Bayou Campground on the Kisatchie National Forest south of Provencal, Louisiana. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237990 and the small business size standard is $36.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award. The statement of magnitude for this project is between $250,000 and $500,000. Payment and performance bonds are required. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jay.g.tobin@usda.gov. Responses will not be provided to telephone messages. The anticipated date for issuance of the solicitation is May 13, 2019. The actual due date for proposals will be identified on the solicitation. The Government is planning a pre-bid/pre-proposal site visit, which is tentatively scheduled for May 21, 2019. Time and date will be confirmed in the solicitation. THE SOLICITATION PACKAGE HAS BEEN POSTED The pre-bid site visit will be held at 10:00AM on May 21, 2019; directions are attached. A list of attendees from the 5/21/19 site visit is attached, along w/ the Q&A from that conference and a sample stairway drawing. This constitutes amendment 001 to the Solicitation. An SF-30 will not be issued. The response due date is unchanged.
