July 13, 2021 THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The United States Department of Agriculture, Forest Service, Procurement and Property Services, Field Procurement Operations, Southwest Zone intends to issue a Request for Proposals (RFP) for a firm fixed-price contract, construction contract for Red Rock Ranger Station Visitor Center and North Kaibab Visitor Center Maintenance Repairs on the Coconino and Kaibab National Forest Red Rock and North Kaibab Ranger District, Arizona. The anticipated requirement will be issued under RFP Number 127EAX21R0026. The RFQ is expected to be posted to Contract Opportunities https://sam.gov/content/opportunities late July 2021. This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15 and 8. The Government intends to award one (1) firm fixed-price contract. SELECTION PROCESS: The proposals will be evaluated using a lowest evaluated price which meet or exceed the acceptable standards for technical factors pursuant to the procedures in FAR subpart 15.101-2. Tradeoffs are not permitted selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. In accordance with FAR 36.204(f), the construction magnitude of this project is estimated between $650,000 to $750,000. The North American Industry Classification System (NAICS) Code for this procurement is 237310 with the annual size standard of $39.5M. SITE VISIT: A site visit will be held during the solicitation period for the project. Details regarding the site visit will be issued with the solicitation. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest. Project Description: Mescal Day Use Trailhead Project Location: The legal description of this site is T18N, R5E, Section 34. This area is accessed by traveling north for 2.86 miles on Dry Creek Road/Boynton Pass Road from the west end of Sedona, north of 89A, then taking a right onto the paved Long Canyon Road. The site is approximately 0.20 miles of a mile from the junction to the project site on the northwest side. Entry into the site occurs off Long Canyon Road at an old material pit., Arizona. -Work under this requirement will be as follows: Furnish all material, equipment, transportation, labor and supervision necessary to make improvements to the selected area of reconstruction and access to Mescal Trailhead and other associated work according to the Drawings and Specifications. This work will include but not limited to the following types of items, clearing and grubbing, excavation, embankment, purchase and installation of a new precast concrete toilet, construction of rock stacked retaining walls, construction of subgrade, aggregate base course, asphalt, concrete sidewalks, kiosk, stabilized decomposed granite picnic areas and walkways, purchase and installation of picnic tables, purchase and installation of parking bumpers, installation of drainage pipes, end sections and rip rap, installation of signs, and gates. It will include some minor demolition and salvaging of barrier rock and coordination with Yavapai county. The Government intends to post all notices/amendments related to this solicitation on government point of entry Contract Opportunities https://sam.gov/content/opportunities. All interested firms must be registered on Contract Opportunities web site in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments.
