The reconditioning of the road surface must be approved by the COR in writing prior to placement of the surfacing material. The contractor shall be responsible to obtain all permits as required by Arizona Department of Environmental Quality (ADEQ) for the contractor’s methods of operation(s). In accordance with FAR 36.204(f), the construction magnitude of this project is estimated between $500,000.00 to $600,000.00. The United States Department of Agriculture, Forest Service, Procurement & Property Services(PPS), Field Procurement Operations Southwest Zone/ Region 3, Contracting Service Area #7, intends to issue a Request for Proposals (RFP) for a firm fixed-price, road construction contract for FSR 708 CONT 030406 ENG - FLTP Fossil Creek Road at the Mogollon Rim Ranger District of the Coconino National Forest. The anticipated requirement will be issued under RFP Number 127EAX21R0008. The RFP is expected to be posted to Contract Opportunities at https://beta.sam.gov/ late May 2021. This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15. The Government intends to award one (1) firm fixed-price contract. SELECTION PROCESS: The proposals will be evaluated using a Lowest Price Technically Acceptable selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. In accordance with FAR 36.204(f), the construction range of this project is estimated between $500,000 to $600,000. SITE VISIT: A site visit will be held during the solicitation period for the project. Details regarding the site visit will be issued with the solicitation. Project Description: FSR 708 CONT 030406 ENG - FLTP Fossil Creek Road Project Location: Coconino National Forest located in Coconino County, Arizona This project will consist of a base bid for road reconditioning, surfacing, compacting aggregate material and cleaning, repairing and replacement of culverts. The material for reconditioning and surfacing of 6.5 miles (base bid) will be from a commericial source, as well as two options for an additional 0.50 miles each. The project will begin at the intersection of FSR 708 and AZ-260 and proceed south for 6.5 miles to mile point 6.5. The reconditioning of the road surface must be approved by the COR in writing prior to placement of the surfacing material. The contractor shall be responsible to obtain all permits as required by Arizona Department of Environmental Quality (ADEQ) for the contractor’s methods of operation(s).
