R-3 Southwestern Region/Carson National Forest/ Tres Piedras Ranger District, New Mexico Title: Construction – Martinez Trailhead Construction Phase II Description: This project includes construction of a new trailhead parking area including entrance road off the highway. The work includes clearing and grubbing of the areas to receive the new roads and parking areas, construction of a new native surface entrance road and parking areas, and installation of barrier rocks, cattleguard, barbed-wire fence, culvert and other work as described in the plans. Quantities associated with these options are identified in the Schedule of Items. Location: The project is located in the Tres Piedras Ranger District of the Carson National Forest, Rio Arriba County, New Mexico. It is located approximately 10.1 miles South of Cebolla, New Mexico. The project may be accessed from State Highway 84. Basis for Award: The Government Anticipates awarding a Firm Fixed-Price Contract using RFQ Best Value-Tradeoffs: Award will be made to the offer that meets or exceeds the requirements contained herein, at the price that is most advantageous to the government will be determined to be the best value. Price reasonableness will be determined by using competitive solicitation process. No Site Visit has been scheduled at this time This is a 100% Small Business Set-Aside. The Small business Size Standard is $39.5 Million under NAICS code 238990. The magnitude of this project is between $25,000 - $100,000 Davis-Bacon wages apply.
