Prescott Basin Road Maintenance Requirement Description of Work: This project will require both heavy and regular road maintenance to prepare roads for logging trucks and fire equipment to access planned treatment areas (timber sale/prescribed burns). The project consists of road maintenance activities including: road reshaping, spot surfacing, rebuilding drainage features, constructing new drainage features, rockfall removal, culvert cleaning, heavy brush removal and cattleguard cleaning. Forest Service Road 70 and 82 will require heavy road maintenance and Forest Service Road 52, 81 and 261 will require regular road maintenance as indicated in Schedule of Items. Location: The project is located on the Bradshaw Ranger District. Forest Service Road (FSR) 70 and 81 are located south of Mount Trittle off FSR52B in T12N,R2W,S2 and T12N,R2W,S11. FSR52 is also known as County Road 56 begins at FSR261 and runs south to Crown King. The work will be from Goodwin intersection (County Road 177) northwest to Palace Station in T12N,R1W, S28; T12N, R1W, S29; T12N, R1W, S20; T12N, R1W,S17 and T12N, R1W,S18. Basis for Award: Award will be made to the offer that meets or exceeds the requirements contained herein, at the price that is most advantageous to the government will be determined to be the best value. Price reasonableness will be determined by using competitive solicitation process. The Government Anticipates awarding a Firm Fixed-Price Contract using RFQ Best Value – Trade Offs The solicitation package, plans, and specifications will be made available on or after June 24, 2021 and will be posted at https://beta.sam.gov/ This is a 100% Small Business Set Aside. The Small Business size standard is 39.5M NAICS code 237310 – Highway, Street, and Bridge Construction The Magnitude of this project is between $25,000 and $100,000. Davis-Bacon wages apply. For awards $35,000 and above the contractor shall submit one of the following payment protections, 10 days after award: Irrevocable Letter of Credit, Escrow Account equal to contract total or Payment and Performance Bonds In order to be eligible for award of a Federal contract, potential vendors need to already be registered in the System for Award Management (SAM) www.sam.gov No Site Visit has been scheduled - Amendment I - Amendment II - Amendment III Offers or responses to the solicitation (include the solicitation number in the name of the document) may be sent to the Contracting Officer by email: michelle.l.bahr@usda.gov before the deadline.
