PRE-SOLICITATION NOTICE This pre-solicitation notice is issued for informational purposes only to inform industry of an upcoming project requirement that will be solicited. This is NOT a Request for Proposal (RFP). At this time, no solicitation exists; therefore, please do NOT request a copy of the solicitation, bid documents, specifications, or drawings. Responses or proposals are not required at this stage. The USDA Forest Service Procurement and Property Services, Field Procurement Operations, Southwest Zone, Contract Service Area 6, on behalf of Region 5, is currently preparing a solicitation RFP to for a contractor to provide all necessary materials, supplies, equipment, and personnel to reconstruct a 0.46-mile handicapped-accessible paved trail within a sensitive giant sequoia grove, which includes tasks such as vegetation trimming, removal of existing trail components, widening and repaving the trail with hot mix asphalt, and replacing drainage pipes. Additionally, the project requires seal coating the trail, constructing an accessible parking space with necessary signage, and ensuring all work aligns with environmental considerations. Project Location Project location is in the State of California, County of Tulare, Sequoia National Forest, as described below. The Bush Loop Accessible trail is located off FS Road 22S82 Lloyd Meadow Road at the end of FS road 20S78 Freeman Creek Grove Road north of the community of Johnsondale on the Western Divide Ranger District of the Sequoia National Forest/Giant Sequoia National Monument. From Kernville, follow Sierra Way/Mountain Highway 99 north along the Kern River for approximately 20 miles and continue another 4 miles on Mtn 99 to Johnsondale. Shortly after passing Johnsondale, turn right on FS Rd 22S82 and continue approximately 18 miles; then left on FS Rd 20S78 for approximately 1 mile to the trailhead parking lot. The project is located at Township 20 South, Range 32 East, and in the Southeast ¼ of section 28. The contract duration is anticipated to be 90 calendar days from the issuance of the Notice to Proceed (NTP). Work is anticipated to start September 2025. The full scope including associated specifications and drawings shall be provided with the issued solicitation RFP - 127EAW25R0030. Site Visit information will be provided with the solicitation RFP when issued. ACQUISITION INFORMATION This acquisition shall be a total small business set-aside. This is a construction project, and Request for Proposal and resulting contract is for construction. Davis-Bacon Construction Wage Rates shall apply to any resulting contract. The awarded contract shall be firm-fixed-price. IAW Federal Acquisition Regulation (FAR) 36.204 Disclosure of the magnitude of construction projects, the estimated price range of the contract is between $250,000 and $500,000. The North American Industry Classification System (NAICS) code for this acquisition is 237310 – Highway, Street, and Bridge Construction, with small business size standard of $45M in annual revenue. Solicitation posting date is tentatively planned for on or about 16 July 2025. All proposal submission instructions and evaluation information shall be provided with the solicitation RFP.
