Description: THIS IS A PRE-SOLICITATION NOTICE FOR A REQUEST FOR PROPOSAL (RFP). Proposals shall only be requested and accepted from contractors who are a Small Business AND certified in System for Award Management (SAM, https://sam.gov). The United States Department of Agriculture (USDA), United States Forest Service (USFS), has a requirement for but not limited to the following: 127EAW24R0071 -Road 6N06 Slide Repair Project: This project consists of removal and disposal of the existing AC surface, remove and stockpile the aggregate base, excavate to construct the MSE structure, dispose of all culvert material being replaced, prepare the structure base, construct the new MSE structure with the retained rock facia, backfill as needed to the sub-base level, replace the augmented road base, place a 3” course of hot asphalt, and install object markers. Specific Requirements for the Base Items are: All existing AC and/or chip seal pavement is to be removed and disposed of off government land. (see Section H) Excavate and remove the existing culverts structures and dispose of off government land. Prepare a base for and construct the new MSE structure as shown on the drawings. Place and compact suitable fill over the MSE structure to the appropriate level for reconstruction of the new paved road section. Place and compact a six-inch course of aggregate base. Clean base material previously removed from the excavation may be reused here up to 50%. Installing new culverts at both sites Apply a prime coat to compacted aggregate base and a tack coat to cut surfaces of remaining AC pavement. Placing, shaping, and compacting hot-mix asphalt concrete to produce a single compacted 3” course. Traffic control for public access and administrative travel. (See C.6-H Traffic Control Plan below) Project Location: The project area is on the Trinity River Ranger District of the Six Rivers National Forest, California. FSR 6N06 runs along the west slope of the Trinity River. Lower Trinity: From Eureka take Highway 101 North to Highway 299 near Blue Lake, California. Take Highway 299 east to Willow Creek and make a left onto Highway 96 to reach the ranger station. The estimated time of travel is approximately 1 hour to Willow Creek. Route 6: From Willow Creek, travel east on state highway 299E toward Route 6 for 4.7 miles. Follow signs for Friday Ridge Road and turn right onto Route 6. GPS location: 40.886161 °, -123.613453 ° Solicitation Number 127EAW24R0071 for this effort will be posted to SAM.gov (https://sam.gov) on or about August 12th, 2024. This solicitation will contain all necessary specifications, drawings and other information necessary submit a proposal for this project. There is currently no official group site visit scheduled. The solicitation will include site visit information if one is deemed necessary.
