Description: THIS IS A PRE-SOLICITATION NOTICE FOR A REQUEST FOR PROPOSAL (RFP). Proposals shall only be requested and accepted from contractors who are a Small Business AND certified in System for Award Management (SAM, https://sam.gov). The United States Department of Agriculture (USDA), United States Forest Service (USFS), has a requirement for but not limited to the following: 127EAW23R0028 - Placerville Site Generator Project: This project is to install a site backup generator system per provided construction drawings and specifications for the Pacific Southwest Research Station, Institute of Forest Genetics, located in Placerville, CA. This is an administrative/research site comprised of mostly historical buildings. The site is critically impacted by PG&E public safety power shutoffs (PSPS) and storm caused power outages, causing significant loss for research being performed on-site. This project is to provide emergency backup power via a propane fueled stand-by 100KW generator with associated new main electrical switchgear for lab, greenhouses, and administrative buildings located adjacent to the Mirov Laboratory Building. The work includes replacing main electrical switchgear (1000A, 120/208V, 3PH System); adding an automatic transfer switchboard (ATS); demolition and excavation for concrete pads; reconfiguring downspouts to accommodate new conduit runs; painting of conduit and downspouts and re-installing protective bollards. Work shall include gas piping for new propane tank and coordination with the propone vendor. The contractor shall coordinate with the government and PG&E to minimize the outage period; during cut-over of new electrical switchgear as proposed, contractor shall provide a temporary generator and equipment required to support selected load for duration of the outage. There is an additive alternative item for the Bug Barn Building which has two freezers that require emergency power. The scope for this item includes relocation of the existing 7.5KW propane generator with existing ATS currently located at the Mirov Lab to the Bug Barn; addition of concrete pad for generator, generator housing, and propane tank; modifications and drywall work and painting at interior of the Bug Barn for new ATS switch and dedicated circuits. This solicitation will contain all necessary specifications, drawings and other information necessary submit a proposal for this project. There is currently no official group site visit scheduled. The solicitation will include site visit information if one is deemed necessary.
