THIS IS NOT A SOLICITATION FOR PROPOSALS. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. The USDA Forest Service Procurement and Property Services [PPS], Contract Service Area [CSA] 6, on behalf of Forest Service Region 5, is planning to solicit a construction project. The project is hazardous materials abatement and subsequent demolition of associated structures and improvements. A firm-fixed-price contract is anticipated. Project period of performance is anticipated to be 120 days. IAW Federal Acquisition Regulation [FAR] 36.204 Disclosure of the magnitude of construction projects, the estimated price range of this contract is (e) Between $500,000 and $1,000,000. The North American Industry Classification Code [NAICS] is 562910 Remediation Services, with small business size standard of $22M (annual revenue). PROJECT DESCRIPTION The project consists of abatement of hazardous materials and subsequent demolition of the remaining structures of the Shrine Camp on Mount Laguna, Cleveland National Forest. Project location: 11670 Sunrise Hwy, Mt Laguna, CA 91948 The project area includes the old “Shrine Camp”. The camp previously included 25 acres of property that was under permit by Cleveland NF. In 2013, a fire burned through the camp destroying most of the 140 structures. All burned debris was removed and disposed following the fire. The remaining structures requiring hazardous materials abatement and demolition includes thirteen (13) mobile homes and several small sheds and buildings. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, non-personal services, and all items necessary to perform the project and associated contract requirements as follows: • Abate and dispose of hazardous materials – asbestos-containing material, flaking lead-based paint and universal waste – identified in structures located at the former Mount Laguna Shrine Camp • Demolish and dispose of structures and improvements located at the former Mount Laguna Shrine Camp. • Perform incidental abatement and disposal of hazardous materials that were not discovered during the abatement phase of this project work. INFORMATION REQUESTED / CAPABILITY STATEMENT The purpose of this Sources Sought announcement is to gain knowledge of interest, capabilities, and qualifications of various firms in the industry including the small business community. The Government must ensure there is adequate competition among the potential pool of interested and capable contractors. Small businesses are highly encouraged to respond. The type of set-aside utilized – small business, full and open competition, or other than full and open competition – will depend upon the capabilities of the responses to this Sources Sought announcement. The following is requested as response to this Sources Sought notice: 1. Vendor/company name, address, point of contact, phone number, and email address. 2. Vendor/company’s capability to perform the contract through experience with same/similar type, magnitude, and complexity. Provide at least two (2) examples of comparable work performed within the prior three (3) years. Provide a brief description of the project, effort required, magnitude/dollar value, customer name, and performance evaluation information of the project or contract. 3. Business Size. Large or small. If small business, specific socioeconomic category – HUBZone, 8(a), VOSB/SDVOSB, WOSB/EDWOSB, etc. Include DUNS #. 4. Statement of understanding that the awarded vendor must be registered with the System for Award Management (SAM) to be eligible for federal government contract awards. DUNS # required. www.sam.gov 5. Capability Statement. May be comprised of 1-4 above. The capability statement shall demonstrate the company's capabilities, existing expertise and experience in relation to the requirements specified herein. The capability statement may include brochures or currently existing marketing material. Potential offerors having the interest, skill, capabilities, and bonding capacity necessary to perform the described project are invited to respond with capabilities statement / information as listed above to Jeremy Bedner, Contracting Officer, PPS CSA-6. ADDITIONAL INFORMATION The Sources Sought notice and request for capability statement is not a Request for Proposal or Invitation for Bid, nor does it restrict the Government to a particular acquisition approach. This Sources Sought is for informational and planning purposes only and shall not be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information or any information requests in response to this notice. Response to the Sources Sought and submission of the capabilities statement is not a prerequisite to potential future acquisitions. Respondents will not be notified of the results of the review of respondent’s submission. The Government will complete an analysis of respondents to this notice and determine whether to solicit the requirement as small business set-aside, full and open competition, or other than full and open competition. All responses will be used to determine the appropriate acquisition strategy for the potential future acquisition.
