SYNOPSIS Requirement: The goal of this project is to restrict off highway vehicles (OHV’s) out of GCW and to restrict OHV’s greater than motorcycle width on the Tevis Cup Trail west of FR 51 saddle. To affect this goal the work to be completed by the contract includes: FR 51 Upper: Fabricate/install ~600 feet of sch 40 double rail metal fencing; Fabricate/install 1 metal gate with horse access; Fabricate/install 1 metal gate with width limiter to allow motorcycle access; Fabricate/install 1 metal kiosk. FR 51 Lower (optional item): Fabricate/install 1 metal gate with horse access. Location: FR51 Upper - 39°13'26.1"N 120°21'12.6"W, FS RD 51 Upper intersection with motorized Tevis Cup Trail meeting GCW boundary of Tevis Cup Trail FR 51 Lower (optional item) - 39°12' 8.8"N 120°22' 19.8"W, FS RD 51 Lower is accessed from Foresthill by the Mosquito Ridge Road close to French Meadows Reservoir and Talbot Campground. FAR 36.204 Disclosure of Magnitude (base and all options (if any)): (b) between $25,000 and $100,000 Contract Time: It is estimated the project will start in October 2021 and be completed by October 2022. It is desired that all work will occur in the Fall of 2021 however winter weather may not allow. Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 238990. The related small business size standard is $16.5 million. Solicitation Info: Solicitation is being conducted under FAR Part 13. All responsible sources may submit a quote, which shall be considered. Site Visit/Pre-Quote Conference: An organized site visit is scheduled for Wednesday 7 Jul 21 at 0800. Interested contractors should meet at Donner Summit Gas, 22082 Donner Pass Road, Soda Springs CA 95728 Bonds: A bid guarantee is NOT required to be submitted with quote. However, after award, there is a requirement for payment and/or performance protection. If quote is between $35,000 and $150,000, payment protection will be required after award for 100% of the award price and be submitted within 10 days after contract award. Inquiries: Any prospective quoter desiring additional information about the solicitation, drawings, specifications, etc., must request it in writing, not later than 4 business days before the closing date, to allow a reply to reach all prospective quoters before submission of their quotes. Requests for information received after that time may not receive a response. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
