US Forest Service requires delivery and installation of the 120 Ft X 100 Ft. tent. Synopsis: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation 127EAV21Q0021 is issued as a Request for Quotation (RFQ) with an issue date of May 17, 2021 and a closing date of May 20, 2021 at 12:00 NOON Mountain Daylight Time. This is a Total Small Business Set-Aside under NAICS 532490. The Gila National Forest is soliciting quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for rental of a 120 Ft. by 100 Ft. self-supporting tent. Responses to solicitation 127EAV21Q0021 must be in accordance with specifications. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK STRUCTURAL TENT – SQUARE TUBE – 120’ X 100’ This tent will be erected in the Center of our dirt lot, north of the Fire Cache entry gate at Silver City Fire Cache 158 Airport Road, Hurley, NM. In the open area, allowing access from more than one side. The structure will be erected without center poles, allowing movement within on forklifts, without obstacles. It must be grounded and secured in its place, due to strong winds. Once secured, side panels will need be installed, with openings located as directed. It should be secure enough to stand without safety issues for the duration of the 120 day rental or as needed. In the event that the winds release any of the fasteners, it will be the responsibility of the company to return to the worksite and fix any safety issues within a reasonable amount of time, as to be able to continue working within the structure and maintain the integrity of the inventory stored. This Structural Tent will house our fire supplies brought in to support Type I, II and III Incident Management Teams as well as supplies returning from Incidents. Accountable and Durable Inventory will be stored in this tent. The tent structure will serve as an extended warehouse for storage of supplies, and serve as a staging area for inventory returning from our Incidents. These supplies will be cleaned and returned into our available inventory. Due to the lack of storage, as well as the lack of warehouse space available to rent, we must rely on the Structure Tent. The tent will hold shelving, to expand inventory to support the Interagency National Support Cache. When we are ready to release the tent, we will contact the vendor and arrange a date a time to be removed from the premise. All pieces will be removed at the time the tent structure is removed. Will also need Optional Rental Period Quotation beyond the known 120-Day rental period: E.G. If the tent is needed for 2-weeks past the 120 - days what will the cost for the additional 2 - weeks be? If the tent is needed for an additional 1 - Month past the original 120 - Day rental, what will the additional monthly rental charge be? INTRODUCTION Background Scope of Contract (See above). This solicitation will result in a contract that is Firm Fixed Price. The performance period will begin approximately Monday, May 24th, 2021 or as soon as practicable after award. EVALUATION CRITERIA – GILA NATIONAL FOREST 120’ X 100’ TENT RENTAL Basis of Award: A BEST VALUE award will be made to the single offeror who submits a quotation that meets or exceeds the acceptable standards for non-cost (technical) factors and who also quotes a price which will be evaluated and deemed to be reasonable for the work required. M.2.1 Technical Factors M.2.1.1 Past performance. This includes all contracts held with the U.S. Government over the past three years. Please provide contact information for the Government Contracting Officer (CO). Contract award number, period of performance, dollar value of award, and name and contact information for the Contracting Officer Representative (COR). M.2.1.2 Experience: Includes expertise, skills, and abilities to perform the required work. Please provide narratives describing the equipment you will supply and how it can best meet the Government’s need for a 120’ X 100’ Tent Rental. M.2.1.3 Ability to deliver tent and set up by date of May 24, 2021. M.3.1 Price. Price will be evaluated based on reasonableness for the work called for in the Scope of Work. When combined, non-price technical factors (M 2.1.1 and M 2.1.2 and M 2.1.3) are approximately equal to price.
