This is a firm-fixed price Request for Quotation (RFQ) is a commercial supply for Outwear Carrier Ballistic Vest for use at the Region 5 Pacific Southwest Law Enforcement and Investigation. The combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 (effective date 10-01-2025). This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE under North American Industrial Classification Standard (NAICS) code is 315250, cut and sew apparel manufacturing (except contractors) and the Small Business Size Standard is 750 number of employees. This solicitation is issued as a request for quote (RFQ). All prospective contractors must be registered in the System for Award management (SAM) at www.sam.gov prior to submission of quotations to be eligible for award. Lack of SAM registration will make a contractor ineligible for award. The R5 Law Enforcement and Investigation is soliciting quotes on a competitive basis for qualified organizations to enter a firm-fixed-price contract for Outerwear Carrier Ballistic Vest supply. Responses to solicitation 127EAT26Q0014 must be in accordance with specifications, which can be found in the attached documents. Quotation submissions: Quote are due no later than December 16, 2025, at 12:00 PM Pacific Time to Fareedah Vaughn at fareedah.vaughn@usda.gov. Offers are responsible for verifying receipt of their quotes to this office before the offer due date and time. To avoid rejection of an offer, the offeror must make every effort to ensure its electronic submission is virus-free.
