This is a firm-fixed-price Request for Quotation (RFQ) for commercial services for the release of Government seedlings and natural trees on 626 acres within the Sawmill Liebre Reforestation Project Area. Release consists of hand grubbing a five (5) foot radius circle down to mineral soil around each live planted and natural seedling located in the release units to increase survival and growth within the Tujunga Ranger District of the Angeles National Forest. This combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03. This procurement is set aside for 100% Small Business set-aside. The NAICS code is 115310, Support Activities for Forestry and the Small Business Size Standard is $11.5M. All prospective contractors must be registered in the System for Award Management (SAM) at www.sam.gov prior to submission of quotations to be eligible for award. Lack of SAM registration will make a contractor ineligible for award. Period of Performance for this requirement is 60 days from contract award. Quote Submissions: Quotes are due no later than March 21, 2025, at 1:00 PM Mountain Standard time. Offerors are responsible for verifying receipt of their quotes to this office before offer due date and time. To avoid rejection of an offer, the offeror must make every effort to ensure its electronic submission is virus-free. Quotes, or portions thereof, submitted with the presence of a virus or which are otherwise unreadable will be treated as unreadable pursuant to FAR 15.207(c).
