This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This procurement is set aside for Total Small Business. The NAICS code is 541370 and the Small Business Size Standard is $16.5M. The Pacific Southwest Region currently has a need for one aerial surveyor for the 2022 survey season with specialized expertise in western forest pests, forest types, GPS and GIS technology as well as aviation experience. The contractor will map tree mortality and damage using a digital mobile sketchmapping system (DMSM) from the air as well as processing this data using Ezri ArcMap software. Survey work is conducted alongside a Forest Service representative in a government provided aircraft. Survey staff utilize government provided specialized mapping equipment to conduct these surveys and prior experience with performing aerial survey work is preferred. The primary work location for initial training and data processing will be at the Pacific Southwest Research Center located at 1731 Research Park Drive, Davis CA, 95618. One contract employee is anticipated for this project. Employee will work full time (40 or more hours per week on flexible shifts, but not more than 6 consecutive workdays) whenever possible. Largescale smoke and adverse weather conditions may force a prolonged shutdown of operations. Duty station will be Davis, California, but the bulk of survey work will be accomplished in other locations around the state of California (see attached schedule). The contractor will be provided with forest pest and tree identification, DMSM unit, aviation safety and aerial survey training as needed at the start of the project. Once initial training is complete, the contractor will be responsible for preparing for survey work, conducting aerial surveys to map forest disturbance, checking mapped forest disturbance on the ground for quality assurance, mission recovery and processing GIS data and photos collected through the contract period. Some data processing work can be accomplished remotely if the contractor has a valid LincPass issued to them from the Department and has access to an Agency computer. Alternately, at the discretion of the Deputy Director State & Private Forestry, if the contractor obtains a USDA Forest Service LincPass, a laptop for data processing may be provided by the Agency or other computer with ArcMap version 10x installed. The contract will not exceed 600 hours of work total, including training. Quotes must be received no later than June 22, 2022, at 11:00 AM Pacific via email at cree.prevost@usda.gov.
