This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This procurement is set aside for Total Small Business. The NAICS code is 541620 and the Small Business Size Standard is $16.5 Million. The contractor will perform surveying, monitoring, and related activities in potential Southwestern Willow Flycatcher habitat on the Angeles and San Bernardino National Forests during the 2022 breeding season, in compliance with the contract terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals not otherwise provided by the government. Proposed surveyors must provide at least three references with phone numbers or email of well-known and accomplished birders who can verify the surveying biologist’s knowledge of SWFL field biology and expertise in surveying for this species. If expertise cannot be verified, bids will not be considered. A valid 10(a)(1)(A) permit issued by the US Fish and Wildlife Service (FWS) to survey Southwestern Willow Flycatcher with authorization to work in the southern California is required. The contractor must have any necessary state permit issued by the California Department of Fish & Wildlife (CDFW) to survey SWFL. Observations of California wildlife species of interest are to be entered into the California Natural Diversity Database (CNDDB) per CDFW requirements. Proof of these qualifications will be required prior to award of contract. Quotes must be received no later than May 5, 2022, at 2:00 PM Pacific via email at cree.prevost@usda.gov. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f). The response due date is extended to May 11, 2022, at 11:00 AM Pacific.
