SCOPE The Contractor shall furnish all necessary personnel, facilities, equipment, materials, and transportation to perform the following task: Two years of Region 5 California Spotted Owl Protocol Surveys (Attachment 1) for 16 designated spotted owl Protected Activity Centers (PACs) on the Angeles National Forest (ANF). REQUIREMENTS The work to be performed includes the following task: Two (2) years of R-5 California spotted owl protocol surveys on the ANF with three (3) nesting status surveys/year/site The spotted owl protocol surveys shall determine presence/absence and reproductive status as outlined in the survey protocol. All nests, roosts and sightings (adults, nestlings, fledglings) shall be mapped and GPS’ed for each territory. A final report shall be completed at the conclusion of the survey work and will summarize the results of the protocol surveys. The final report will also include the completed FS provided and approved wildlife database spreadsheet (Attachment 2). The provided database spreadsheet will either be the current Natural Resources Management (NRM) Wildlife spreadsheet or the most updated version as determined by the ANF. The survey results including negative results and all wildlife observations incidental to the surveys will be entered into the wildlife database spreadsheet. PROJECT DESCRIPTION Protocol spotted owl surveys shall be conducted to determine presence/absence and reproductive status for 16 PACs on the ANF. Each PAC is approximately 300 acres in size. Work shall be done according to the protocol and will involve six nesting status surveys per territory with three nesting status surveys/year over a two year period and reproductive surveys for territories where detections occur during the nesting surveys. Work shall be performed only by qualified spotted owl surveyors with previous experience. The contractor is responsible for submitting resumes of the crew leader and crew members to the Contracting Officer/ Contractor Officer’s Representative (CO/COR) for approval by the ANF. Weather conditions and access may affect the start date, but surveys must be done to meet the requirements of the protocol. Nesting surveys can begin on March 1 and under this contract, must be initiated by April 30 for the first year of surveys. For surveys conducted in 2023, nesting surveys can begin on March 1 and must be initiated by April 15. A draft report documenting the results of the first year of surveys shall be provided by September 1, 2022. A draft report documenting the results of the second year of surveys shall be provided by September 1, 2023. A final report based on ANF staff review and comments on the draft shall be completed by December 31, 2023. PROJECT LOCATION The survey area is located on the Angeles National Forest.
