The National Forests and Grasslands in Texas, Davy Crockett NF, has a requirement to replace the lift station equipment in three wet wells at the Ratcliff Recreation Area, which is located approximately 23 miles west of Lufkin, TX. This solicitation will result in a single contract award on the basis of technical qualifications/ capability, past performance, and price as best meets the needs of the Government. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and woman owned business enterprises. The North American Industry Classification System (NAICS) code is 237110 and the small business size standard is $39.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) prior to submitting a proposal. The statement of magnitude for this project is between $25,000 and $100,000. Payment bond or alternate payment protection is required. All questions pertaining to this solicitation shall be submitted in writing to jay.g.tobin@usda.gov. Responses will not be provided to telephone messages. The anticipated date for issuance of the solicitation is on or about March 9, 2020. Offers will be submitted electronically to jay.g.tobin@usda.gov. A pre-proposal site visit is scheduled for 10AM on Thursday, March 19, 2020, at the Ratcliff Lake Recreation Area lift station work site. THE SOLICITATION PACKAGE HAS BEEN POSTED. A new requirement has been added to include Variable Frequency Drives for each pump control. The revised specification page is attached. This constitutes amendment 001 to the solicitation; an SF-30 will NOT be issued. The time/date for responses is unchanged. The full updated specifications document has been added, previous versions are closed. The attendance sheet from the 3/19/2020 pre-bid site visit is attached. There were no questions beyond providing the full updated specifications noted above. THE RESPONSE DATE HAS BEEN EXTENDED UNTIL 2PM ON APRIL 30, 2020. A SECOND SITE VISIT HAS BEEN SCHEDULED FOR THIS THURSDAY, APRIL 16, 2020 AT 10AM. MEET AT THE ENTRANCE GATE/ FEE STAND.
