The solicitation is amended to add the following questions from prospective contractors, and corresponding answers from the government: Question 1: Will after hours delivery be allowed at the three stockpile site locations? Answer: No. Question 2: Is there enough room at each of the stockpile locations for large trucks to dump? Answer: Yes. I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing 127DF520Q0004. III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04 IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 423320, Brick, Stone, and Related construction Material Merchant Wholesalers. The small business size standard is 150 employees. V) This combined synopsis/solicitation is for supplying 1720 tons of Crushed Limestone Base, Gradation TxDOT Item 247, Type A, Grade 2 to locations within Sabine County, and 906 tons to Shelby County, TX. VI) All crushed Crushed Limestone Base shall meet the Gradation per TxDOT Item 247, Type A, Grade 2 specifications. VII) Delivery by 15 May, 2020; location and amounts is as follows: 1290 tons delivered to 147 Industrial Circle, Hemphill, TX (FM 1175), phone 409-787-2501; 430 tons delivered to 333 Derugely Street (FM 1), Bronson, TX, phone 409-586-9040; and 906 tons to 24971 FM 139, Shelbyville, TX, phone 936-598-2134. (There is a combined total of 2,626 tons) VIII) FAR 52.212-1 Instructions to Offerors --Commercial Items (OCT 2018) applies to this acquisition. In addition to written price quotes, offerors are instructed to submit a proposed delivery schedule. IX) FAR 52.212-2 Evaluation -Commercial items (OCT 2014), applies to this acquisition. Offers will be evaluated on price and the proposed delivery schedule. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government and presents the best value, price and other factors considered. X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (DEC 2019), with their quote or complete the representations online in the System Award Management database, www.sam.gov . Quotes should be submitted on the vendor's letterhead and should state the unit price per ton for crushed aggregate per delivery location in addition to the total price offer along with a proposed delivery schedule. Award will only be made to a vendor who has an active registration.
