The National IMPROVE system is part of the Regional Haze Program and relies upon the haze index (visibility) to track Air Quality Related Values (AQRV’s) for the Caney Creek Wilderness Area; located on the Eagle Mountain, Ouachita National Forest in Polk County, Arkansas This 100% set aside for small business solicitation will result in a Performance Based Service Contract as best meets the needs of the Government. This contract will have a base period, which runs through March 31, 2021 and three option years, which if exercised could extend contract performance through March 31, 2024.. Submission of an offer for the basic contract period constitutes an offer to perform in the Option Period(s), if exercised, as there is no guarantee that any options will be exercised by the Government The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. Award is expected to be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous and best value to the Government This is not a new requirement.
