The Ouachita National Forest has a requirement to construct a new septic system at the Cedar Lake Recreational Area located southwest of Heavener, Oklahoma. (This requirement was previously announced as solicitation 127A8619R0004, which was cancelled in order to coordinate this project with a pending timber sale.) The contractor shall provide all labor, tools, equipment, and materials necessary to install septic systems, and modify / rework collection and pumping systems, in accordance with the plans, drawings, and specifications. The work also includes the decommissioning and removal of an existing waste water treatment plant after the new septic systems are approved for service. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and woman owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237110 and the small business size standard is $36.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) prior to submitting a proposal. The statement of magnitude for this project is between $250,000 and $500,000. Payment and performance bonds are required. The solicitation for this project will be available only through this Federal Business Opportunities website www.fbo.gov; written copies will not be provided. All questions pertaining to this solicitation shall be submitted in writing to Jay Tobin at jay.g.tobin@usda.gov. Responses will not be provided to telephone messages. The anticipated date for issuance of the solicitation is August 15, 2019. The actual due date for proposals will be identified on the solicitation.
