This is a Presolicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5. The USDA Forest Service (FS), East Zone, has a requirement for an estimate of 12 Blanket Purchase Agreements (BPA) to provide Vegetative Management / Wildlife Protection Services on an as-needed basis on the Ouachita National Forest in Arkansas and Oklahoma. This procurement will be solicited using North American Industry Classification System (NAICS) 115310—Support Activities for Forestry, with a small business size standards of $10 Million. The BPA contracts will have a ceiling of $7.5 Million. The ordering period will be five (5) years from the effective date of the award or when the ceiling of $7.5 Million is reached, whichever comes first. Request for Proposal (RFP) for this acquisition will be released on or about January 7, 2023 and will close approximately January 31, 2023. This acquisition will be competed as a 100% Total Small Business Set Aside. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to perform Vegetation Management / Wildlife Protection Services. This Presolicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. This is a COMBINED SYNOPSIS / SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) 127A8619R0002. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-101 and are available in full text through Internet access at http://www.acquisition.gov/far. The Ouachita National Forests have an ongoing requirement to perform various vegetative management/wildlife protection services per the Schedule of Items and Performance Work Statement, as detailed in the Solicitation. This solicitation will result in Indefinite Delivery - Indefinite Quantity (IDIQ) Contracts on the basis of technical capability, past performance, and price as best meets the needs of the Government. These contracts will have a base period, which runs through December 31, 2019, and four option years, which if exercised could extend contract performance through December 31, 2023. There is no guarantee that any options will be exercised by the Government. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is 115310 and the small business size standard is $7.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer, which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov.
