Solicitation Number 12760421Q0165 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. This requirement is for a time-limited evaluation of low earth orbit (LEO) satellite internet services for a limited number of Forest Service locations. The locations are defined in the attached Statement Of Objectives (SOO). The evaluation will include analysis of use aspects of the service such as throughput, delay, installation, support, and procurement. The analysis will be conducted utilizing the attached Low Earth Orbit (LEO) Satellite Internet Testing Measures document. The locations selected for this evaluation are known by the Forest Service to have inadequate service or are unavailable for service from the Department’s wide area network contract provider. This effort is intended to evaluate new technology for potential use to meet an Agency requirement. It is not intended to commit the Agency to any specific solution or contractor for services beyond the scope of this SOO. The Agency, and Department will use the output of this effort to evaluate value and applicability. In response to this RFI please include relevant capabilities to meet the needs as outlined in the attached SOO. It is requested that the response is adequate to establish company capabilities but not so lengthy as to prevent timely evaluations of responses. The information received from this RFI will be used for market research and acquisition planning purposes only and in no way obligates the government to an particular solution or source.
