The associated NAICS code is 562111 TOTAL SMALL BUSINESS SET A SIDE This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): GARABAGE & RECYCALBE MATERIALS COLLECTION USDA-ARS, NORTHERN GREAT PLAINS RESEARCH LAB 1701 10TH AVE SW MANDAN, ND 58554 LOCATION OF WORK: Main Complex Location and South Station Location/Farm SCOPE OF WORK: The Contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to provide garbage and recyclable collection services for the Northern Great Plain Research Laboratory facilities. The Contractor shall remove the municipal solid waste from 5(five) 2-yard and 3(three) 4-yard dedicated dumpsters at various sites on the Main Complex Location and deliver for disposal to facilities approved for disposal. The Contractor shall set up a collection time for all the dedicated dumpsters on location to be collected at the same time, 1(one) time per week, same day each week. The Contractor shall remove the municipal solid waste from 1(one) 3-yard dedicated dumpster at the South Station Location/Farm in front of Building #33 and deliver for disposal to facilities approved for disposal. The Contractor shall set up a collection time for the dedicated dumpster at the South Station location/farm to be collected 1(one) time per week, same day each week. The Contractor shall remove and recycle the municipal recyclables from 1(one) 2-yard dedicated dumpster on the Main Complex Location and deliver for recycling at a facility approved for accepting recyclable materials. The Contractor shall set up a collection time for the dedicated Recyclable dumpster on location 1(one) time every other week, same day every other week. CLEANUP: All materials, trash, and debris from the dedicated dumpsters and around the sites must be disposed of properly off site at an approved disposal site and to the satisfaction of the site coordinator and Contracting Officer. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that- (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or (2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government. (End of provision) 52.212-2 Evaluation - Commercial Items. (Oct 2014) a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 2. Offeror's Technical Solution- The Government will evaluate the performance of the offeror's product for capability and performance. 3. Quality and Reliability- Quotes will be evaluated on the offeror's product for its level of Quality and Reliability. 1. Past Performance - Quotes will be evaluated based on the offer's past performance as provided by the offeror's references. 4. Price- The quoted price is fair and reasonable. Prioritized in the following order of importance 2, 3, 1, 4. Technical and past performance, when combined, significantly more important than cost or price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). •1. (c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
