This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 621511. The Department of Agriculture, Agricultural Research Service in Fargo, North Dakota will solicit and award a purchase order to provide complete genome sequencing and chromosome assembly service consisting of high molecular weight DNA isolation, genome sequencing using PacBio HiFi reads, contig assembly of PacBio HiFi reads using the Peregrine assembly pipeline, and DNA sequence independent endonuclease HiC scaffolding service leading to chromosome scale assemblies of beet genomes The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Connie Faulkner at connie.faulkner@usda.gov by 3/23/2020. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal. A determination to compete this action based on the responses received is in the sole discretion of the Government. The USDA-ARS currently intends to award a contract for complete genome sequencing and chromosome assembly service consisting of high molecular weight DNA isolation, genome sequencing using PacBio HiFi reads, contig assembly of PacBio HiFi reads using the Peregrine assembly pipeline, and DNA sequence independent endonuclease HiC scaffolding service leading to chromosome scale assemblies of beet genomes on a SOLE SOURCE basis but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the USDA highly encourages all interested businesses (large and small) to respond to this source sought synopsis. The proposed sole source firm fixed contract with an estimated not to exceed $34,000 for a base year to Dovetail Genomics for complete genome sequencing and chromosome assembly service consisting of high molecular weight DNA isolation, genome sequencing using PacBio HiFi reads, contig assembly of PacBio HiFi reads using the Peregrine assembly pipeline, and DNA sequence independent endonuclease HiC scaffolding service leading to chromosome scale assemblies of beet genomes.
