This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12653819Q0025 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. This is a small business set aside under NAICS code 333111. The small business size standard is 1,250 employees. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM registration. The. U.S. Meat Animal Research Center in Clay Center, NE is requesting quotations for a forage harvester with attachments for use in harvesting haylage, silage, and earlage. This acquisition is for the following items as identified in the Contract Line Item Number (CLIN). Please see the attached Standard Form 1449, Request for Quote for further details and terms & conditions: 1. Base Year; Lease, 1 year: *New to minimally used forage harvester with the following options: 2 or 4 wheel drive, minimum size of 450 horsepower, removable corn cracker & liquid inoculant application system. Used machines quoted must have less than 800 hours of use. *New or minimally used row independent corn head attachable to forage harvester. Kemper style head, working width 20 ft (8 row, 30"). *New or minimally used forage pickup head attachable to forage harvester. Working width 12.5 ft. 2. Option Year 1; Lease, 1 year: *New to minimally used forage harvester with the following options: 2 or 4 wheel drive, minimum size of 450 horsepower, removable corn cracker & liquid inoculant application system. *New or minimally used row independent corn head attachable to forage harvester. Option Year 2; Option to Purchase: *New to minimally used forage harvester with the following options: 2 or 4 wheel drive, minimum size of 450 horsepower, removable corn cracker & liquid inoculant application system. *New or minimally used row independent corn head attachable to forage harvester. Kemper style head, working width 20 ft (8 row, 30"). *New or minimally used forage pickup head attachable to forage harvester. Working width 12.5 ft. Provision 52.212.2 Applies. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Past Performance All evaluation factors other than price, when combined, are significantly more important than price.
