This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12653819Q0024 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. This is a small business set aside under NAICS code 311119. The small business size standard is 500 employees. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM registration. The USDA, ARS, U.S. Meat Animal Research Center (USMARC) has a requirement to purchase 330 tons of Brome Grass Hay containing no less than 12% crude protein delivered to USMARC. The expected delivery date for this hay is 08/01/2019. The following document is attached for review and quote submittal: Standard Form 18 - Request for Quote with terms & conditions. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The basis for award is Lowest Price Technically Acceptable (LPTA). Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping). INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by requiring office's technical representative and accepted at destination.
