This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12653819Q0018 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. This is a small business set aside under NAICS code 325320. The small business size standard is 1000 employees. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM registration. The U.S. Meat Animal Research Center is requesting a quote for the Herbicides and Insecticides listed on the attached Standard Form 18 - Request for Quote. All items quoted must meet or exceed the specifications listed on the attached Specifications Document. Items must be delivered to the U.S. Meat Animal Research Center located at State Spur 18D, Building 51, Clay Center, NE 68933 no later than 04/12/2019. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212.2 Applies. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price 2. Technical Capability 3. Past Performance Technical capability and past performance, when combined, are of more significance than price. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. QUOTE SUBMISSION INSTRUCTIONS 1. Read the solicitation in its entirety 2. Quote submissions need to include any shipping costs. The quote should also include any other documentation deemed necessary, such as product specifications if not quoting brand name requested items. 3. Questions related to this RFQ are due via email by 12:00pm CST, Mar. 19th, 2019 to Daniel Kinney at dan.kinney@ars.usda.gov. 4. Quotes must be submitted via email by 12:00pm CST, Mar. 22nd, 2019 to Daniel Kinney at dan.kinney@ars.usda.gov. Offerors must submit quote using Standard Form 18 - Request for Quote document that is attached to the solicitation. 5. This is a "Buy Best Value" Acquisition. Award of the contract resulting from this solicitation will be made to the responsible offeror, as defined by FAR 9.104-1, whose proposal offers the "best value" to the Government, which may not necessarily be the quote offering the lowest price nor the highest technical score. In the event two or more offerors within the competitive range are considered essentially equal in terms of technical competence, the Government reserves the right to award to the offeror with the lowest realistic price. The Government may elect to conduct discussions with offerors whose quotes are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each quote should be submitted in the most favorable terms, from a price and technical standpoint. 6. Offerors proposing to furnish an "equal" product, in accordance with the "Brand Name or Equal" provision of this solicitation, shall provide the following information for each offered "equal" product: •· Contract Line Item Number •· Brand Name or Equal Product identified by the Government in this solicitation •· Offered Product Name •· Catalog Description or part number •· Manufacturer's Name •· Manufacturer's Address Offerors are responsible for submitting all additional information on the above product necessary for the Contracting Officer to determine whether the product offered meets the "brand name or equal" product's salient characteristics listed in the solicitation. NOTE: All contractors must be registered in the System for Award Management (SAM) database, as required by FAR 4.1102, by the quote submission deadline.
