This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12653819Q0016 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. This is a small business set aside under NAICS code 311119. The small business size standard is 500 employees. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM registration. The USDA, ARS, U.S. Meat Animal Research Center (USMARC) requires onsite delivery of Beef Balancer Pellets with a guaranteed feed analysis as specified on the Product Specification document attached to this solicitation. For historical reference; In 2018, USMARC used approximately 530 tons of Beef Balancer Pellets. The selected offeror(s) will be awarded an indefinite delivery indefinite quantity contract covering a period of one year to supply USMARC with the Beef Balancer Pellets as requested using a written Delivery Order. This will be a market cost-plus priced indefinite delivery indefinite quantity (IDIQ) contract covering a period of one year. USMARC anticipates monthly product cost variations due to market prices for feed ingredients. Vendors wishing to compete for this contract must provide a firm fixed dollar amount per ton over market cost for each of the three products being solicited, and the current market cost for the product in the month of March 2019. All transportation costs shall be considered inclusive to product market cost. The three contract line items are: 1. Product Balancer THI R700 T210 Medicated with Monensin and Tylosin 2. Product Balancer THI R700 Medicated with Monensin 3. Product Balancer - all natural, no medication The following documents are attached for review: Product Specifications, IDIQ Quote Sheet, and terms & conditions. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212.2 Applies. The government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Past Performance Technical capability and past performance, when combined, are of more significance than price.
