Located in Penobscot County. The Hart Building consists of a single story office with approximately 1,850 square feet. Major work items include but are not limited to: Contractor shall provide all labor, equipment, tools, chemicals, supervision and other items or services necessary to perform janitorial/custodial services as defined in Section C. All work must comply with OSHA, Federal, State and Local regulations. Any deviations from these assumptions shall be brought immediately to the attention of the Government. It is the responsibility of the Contractor to familiarize themselves with the site and the conditions of the project prior to submitting their proposal. The Contractor must comply with the Agricultural Act of 2014; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable; include the exclusive use of biobased and recycled products. Your Biobased/Sustainable plan shall also include products and services that are energy-efficient, water-efficient, environmentally preferable, non-ozone depleting, contain recycled content, or are non-toxic or less-toxic alternatives, etc. Award will be based on BEST VALUE to the Government price and other factors considered. Evaluation factors are technical capability, past performance, biobased plan, and price. Period of Performance shall be thru July 1, 2019 or after issuance of Notice to Proceed. There are three Option Years and the total contract time will not exceed 4 years. All work shall be performed in accordance with USDA Forest Service specifications, drawings, provisions, clauses and the terms and conditions as provided in the Request for Quote (RFQ).
