The U.S. Department of Agriculture, Animal Plant Health Inspection Services, Plant Protection and Quarantine (USDA/APHIS/PPQ) is seeking capable, qualified vendors for the following requirement: Project Description: USDA APHIS PPQ has a requirement for a commercial service contract for waste disposal service (Trash and Cardboard) for the Moore Air Base. In Edinburg, TX, for base period of approximately twelve months and 4 possible twelve month option periods. The Contractor shall provide all labor, tools, materials, equipment, safety measures, supervision and services, necessary to complete the work required herein. All the work and procedures shall be performed in conformity to the specifications and work requirements herein. General Requirements: Provide three front end load 4 yard dumpsters and empty them once a week, two 30 yard roll off dumpsters and emptied as needed, one cardboard compactor rental and emptied as needed. Contractor Responsibility The Contractor shall provide Personal Protective Equipment (PPE) appropriate for the manner of work performed. The contractor shall perform all operations in prudent conscientious, safe and professional manner. The Contractor's personnel and equipment shall comply with applicable federal, state and local laws, safety regulations and procedures. The contractor shall ensure that all its employees perform in a safe manner. All personnel involved in handling solid waste shall be trained for the level of expertise required for the proper performance of this task. Moore Air Base is a restricted facility. Work Hours are M-F from 7 am -3:30pm. All work outside of the mentioned days and hours shall be approved by the Facilities Manager in advance prior to entering the facility All contractors shall have a valid picture identification such as a driver’s license or a state identification card. All vehicles shall have proper insurance and registration for all vehicles entering the facility. Interested sources are encouraged to complete and return Attachment 1 to the contracting office.
