USDA APHIS intends to award a multiple award IDIQ to NAHLN network labs, as described under under 7 U.S. Code §8308a, utilizing FAR 6.302-3 Industrial Mobilization; Engineering; Developmental, or Research Capability; or Expert Services 1 41 U.S.C. 3304(a)(3).
