The Animal and Plant Health Inspection Service (APHIS), International Services (IS) supports the APHIS mission by working closely with other governments to control pests and diseases before they can enter the United States, building technical and regulatory skills abroad to prevent the spread of pests and diseases, and facilitating safe agricultural trade. APHIS-IS currently partners with USDA’s Foreign Agricultural Service (FAS) on FSO job analysis, competency model, and assessment activities. However, due to its unique workforce, APHIS-IS is seeking to develop its own processes and tools; therefore, the contractor will help APHIS develop its own recruitment process for FSO positions. The intent is to award an Indefinite Delivery Indefinite Quantity contract and issue firm pixed price task orders for a period of five years. This procurement is a small business set-aside.
