The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, intends to issue a request for proposals to modify an alum chemical feed water treatment system and add a second package water treatment unit at Moore Air Base, Edinburg, Texas. The project includes: Modifications to existing package treatment unit to allow for automatic operation from existing control panel. New raw water pump and motor. Modifications to existing alum chemical feed system to include addition of second chemical feed pump and new pump panel to accommodate two feed pumps. Modifications to existing chlorine dioxide chemical feed system. Associated electrical and controls work including modifications to existing panels, reconnection of existing wiring, and installation of new electrical/control equipment. Conduit, cabling and terminations between existing Water Plant No. 1 control panel and new Water Plant No. 2 junction box. Additional piping and valves and/or modification of existing piping. Additional instrumentation to match existing Water Plant No. 1 instruments/control means to New Water Plant No. 2. Modifications to the existing Raw Water Pump (RWP) control panel to accommodate third RWP and automatic operation. The magnitude of this project is between $500,000 and $1million. The NAICS code is 237110, with a small business size standard of $39.5 million. This procurement shall be set aside for small business firms only. The solicitation and all other documents related to this procurement will be available on the beta.sam.gov site on or after July 24, 2020. BACKGROUND: The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine, located at Moore Air Base near Edinburg, Texas, has a water treatment facility in need of upgrades. REQUIREMENT: The work comprises general construction as follows: 1. Addition of second package water treatment unit. 2. Modifications to existing package treatment unit to allow for automatic operation from existing control panel. 3. New raw water pump and motor. 4. Modifications to existing Alum chemical feed system to include addition of second chemical feed pump and new pump panel to accommodate two feed pumps. 5. Modifications to existing chlorine dioxide chemical feed system. 6. Associated electrical and controls work including modifications to existing panels, reconnection of existing wiring, and installation of new electrical/control equipment as required for complete system. 7. Conduit, cabling and terminations between existing Water Plant No. 1 control panel and new Water Plant No. 2 junction box as shown on drawings and as required. 8. Additional piping and valves and/or modification of existing piping, as required, for Water Plant Units 1 and 2. Contractor to provide piping. Valves and electric actuators (or solenoid) are provided by Water Plant supplier for Contractor to install with appropriate wiring and conduit. 9. Additional instrumentation to match existing Water Plant No. 1 instruments/control means to new Water Plant No. 2. Materials provided by Water Plant supplier for Contractor to install with appropriate wiring and conduit as required. 10. Modifications to the existing Raw Water Pump (RWP) Control Panel to accommodate third RWP and automatic operation. The system integrator shall be a company specializing in programming systems with a minimum of five years documented experience. Contractors shall demonstrate a minimum of five years experience for projects of similar size and complexity involving control systems with continuous process operation, PID loop control, data communications, graphic screens and reports in similar applications. The magnitude of this project is between $500,000 and $1,000,000. The NAICS is 237110, with a small business size standard of $39.5 million.
