This is a combined synopsis/solicitation for commercial services- prepared in accordance with Federal Acquisition Regulation (FAR) 12 and Part 13 and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm fixed price purchase order. 2. The solicitation number for this effort is 12639520Q0109 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). 3. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is being offered as a Small Business Set-Aside. The NAICS code is 488190. 5. This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Service (WS), in Oklahoma City, OK 6. Requirements and quantities: Provide and installation of quantity (3) Garmin GTN 635xi GPS units with helicopter specific enhancements to be installed into three Bell 206b helicopters as additional equipment. The units need helicopter specific enhancements and need to be able to visualize flight plans including departures, arrivals, visual/GPS approaches & holding procedures. The units need overlays for potential hazards such as terrain, weather (including NEXRAD, METARs, TAFs, winds & temps aloft, PIREPs & NOTAMs) & traffic on a rich map for enhanced situational awareness on at least 4.9” touch screen. The units will also need to interface with existing avionics and autopilots. The units need a fully certified VHF communication radio that can provide at least a standard 10 watt of power output with the ability to decode a stations Morse code to provide a positive ID. Night vision version is not required. Helicopters have adequate panel area for the installation and an approved location for the antenna. 7.
