The USDA Forest Service is reopening an onboarding process for a Multiple Award Incident Blanket Purchase Agreement (IBPA) to add a Mechanic with Service Truck for use in fire suppression and all-hazard incidents in Regions 5 & 6. This is not a new procurement; the evaluation criteria, terms, conditions, and period of performance are identical to the original solicitation. Both new offerors and existing IBPA awardees may submit quotes or modify rates through the VIPR system during this open season, with all proposals subject to the original solicitation's criteria. After onboarding, new contractors and accepted new resources become eligible to receive dispatches. The onboarding period coincides with the Contracting Officer's annual review process for existing agreements.

The USDA Forest Service is seeking a contractor to provide a Mechanic with a Service Truck for fire suppression and all-hazard incidents, with services to be performed locally, regionally, and nationwide. The contractor is responsible for all equipment, personnel, and management necessary to meet the agreement. Proposed rates should be based on a 16-hour daily shift. Agreements will be competitively awarded to small businesses through multiple preseason Incident Blanket Purchase Agreements (I-BPAs) within regional dispatch centers, and vendors must select the dispatch center closest to their resource's location. Vendors must be registered in SAM.gov, have a UEI number, a USDA Level 2 eAuthentication account, and submit quotes electronically via the VIPR system.
