The USDA Forest Service is reopening an onboarding process for its Vehicle with Driver services contract for fire suppression and all-hazard incidents in the West Zone of Regions 5 and 6. This is not a new procurement but an amendment to an existing Multiple Award Incident Blanket Purchase Agreement (IBPA), which is a 100% Small Business Set-Aside. The onboarding allows new, eligible contractors to submit quotes and existing awardees to revise their agreements, with all proposals subject to the original solicitation's evaluation criteria and terms. Any new awards will have identical terms and performance periods as the original. After onboarding, new contractors and added resources become eligible to receive dispatches.

The USDA Forest Service anticipates soliciting quotes for vehicles with drivers to support fire suppression and all-hazard incidents across local, regional, and nationwide locations. The contractor is responsible for providing all equipment, personnel, and management necessary to meet the agreement specifications. Proposed rates should be based on up to a 16-hour daily shift, and multiple preseason agreements are anticipated to be awarded using a total Small Business set-aside. Vendors must select the dispatch center closest to their resource location and must be registered in SAM.gov with a UEI number and a USDA Level 2 eAuthentication account to submit a quote electronically via the VIPR system.
