Scope The UDSA-ARS is requesting bids for a one-year base lease term, and 4 lease option years, for a new Kubota SSV75 skidsteer or the equivalent. Specifications for the leased skidsteer are itemized below. Background: The USDA-ARS Prairie du Sac station uses a skidsteer on a daily basis for up to 10 hours per day. At about 2,500 hours this type of equipment becomes high cost and high maintenance, and prone to breakdowns. To protect animal welfare (feeding) and to maintain research integrity we need this equipment need filled with a highly reliable/low hour machine. Specification statement of how equipment will be used: The skidsteer will be used daily to load the Total Mixed Ration (TMR) mixer that feeds 750 head of cattle at the Prairie du Sac research station. Brand name or equal (see attached specs): 2020 Kubota SSV75 skidsteer or equivalent Technical Requirements: Lease must include annual service Service calls must be returned within 48 hours Full warranty for equipment provided by vendor for lease term Usage hours up to 2500 hours/year Tires included in the cost of lease agreement. Minimum 75 horsepower High Flow hydraulics (for remotes) Dual Speed Enclosed cab Heat and Air conditioned Hydraulic remote connections Foot controls for loader Power locking attachment pins (hydraulic “power attach”) Skidsteer must be replaced with new machine at the beginning of each option year Government Furnished: The government will furnish experienced operators to drive the machine. The facility is accessible 24 hours a day, 7 days a week. The vendor must contact Paul Davis, field crew supervisor, at 608-640-7752 to schedule delivery and pick-up of farm machinery, and any servicing that is required as a part of the service agreement. The vendor does not require a security clearance to complete the work. The vendor must check in and out with Paul Davis. Deliverables / Schedule: Please quote the base term and 4 optional lease years as follows: Base term 03/10/2020-03/09/2021 Option Yr. 1 03/10/2021-03/09/2022 Option Yr. 2 03/10/2022-03/09/2023 Option Yr. 3 03/10/2023-03/09/2024 Option Yr. 4 03/10/2024-03/09/2025 The quote should include all fees, delivery charges, and/or surcharges. Delivery is expected to the Prairie du Sac Agricultural Research Station (S8822 Sunset Drive, Prairie du Sac, WI) on or before March 10, 2020, or as negotiated. Quotes must be in writing, and should be on company letterhead or have authorized signature. This will be a tax-exempt purchase. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. Vendor must also include their DUNS# on their quote. Awards will not be made to any vendor who does not have a current/active registration in SAMs. Offerors responding to this announcement shall submit their quote on SF-18 (see attached). Only electronic submissions will be accepted. Please email all quotes in writing to Aaron Dimeo at aaron.dimeo@usda.gov. Quotes must be received in writing by no later than March 5, 2020 at 1:00 PM Central Standard Time. Questions in regards to this combined synopsis/solicitation are due no later than 4:00 PM CST on Monday, March 2, 2020. Answers to any questions received by that time will be posted as an amendment to this combined synopsis/solicitation.
