The Daniel Boone National Forest has a requirement and will be soliciting offers for Pre-harvest Site Preparation understory control with herbicide and Non-commercial Thinning on the London Ranger District of the Daniel Boone National Forest in Pulaski and Laurel Counties, Kentucky. The requirement is for a Base Period and four one-year option periods, if exercised. Task Orders will be placed for services as needed. The contractor shall furnish all labor, materials, equipment, transportation, tools, supervision, supplies and incidentals except as listed under government furnished property; to perform all work required in accordance with the specifications, attachments, terms and conditions. The purpose of this requirement is to secure services to control undesirable trees with herbicide. Method used to deaden target trees (such as red maple) is an application of herbicide through hack and squirt, or cut surface treatment and to a lesser extent, basal bark application. The stands to be treated are divided into two distinct restoration goals and may have slightly different specifications: 1) pre-harvest site preparation for stands soon to be prescribed a two-aged shelterwood with reserves harvest to facilitate natural regeneration (i.e. reforestation), and 2) establish woodland habitat by thinning undesirable understory/midstory trees. The planned solicitation is only for service work to control undesirable trees with herbicide, there will be no salvage rights. The Forest Service plans to award a firm-fixed price contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Offerors shall return all of the requested information that is listed in the solicitation with their offers to be determined responsive and to be considered for award. HERBICIDE APPLICATORS LICENSE/CERTIFICATION: The contractor must have a valid License/Certification for application of herbicide in the State of Kentucky. WORKERS’ COMP POLICY: A Kentucky Workers’ Comp Policy is required by law for any contractor with employees working in Kentucky, whether using out-of-state employees or not.
