This award will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation 13.106-2)(1) For purchases exceeding the simplified acquisition threshold. The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5. The United States Department of Agriculture (USDA) Vegetable Crops Research Unit in Madison, WI has a need for Carrot panel development and genotyping platform. USDA-ARS MWA Procurement Office in Peoria, IL intends to make a firm fixed price sole source award under the authority 13.106-2)(1), only one responsible source, to: Diversity Arrays Technology Pty Ltd ABN 47 097 662 514 Building 3, Level D, University of Canberra Kirinari Street Bruce, ACT 2617 Australia POC: Andrzej Kilian Title: Managing Director Email: Zej@diversityarrays.com The objective of this sole source award is to procure the following Carrot panel development and genotyping platform: DNA Extraction of 376 samples from provided carrot leaf tissue. Marker development for 6,000 genetic markers, each of which will have the capacity to provide genotype data on up to 25,000 samples Genotyping of the 376 samples using the 6,000 marker panel, and processing and summarization of the raw genotyping data As such, purchase from Diversity Arrays Technology Pty Ltd, has been determined to be required as they are the only vendor available that meets all of the requirements outlined above. The NAICS code for this requirement is 541714, Research and Development in Biotechnology and a small business size standard of 1,000 Employees. The PSC code for this requirement is B529 – Special Studies/Analysis0Scientific Data. NO solicitation or solicitation package will be issued. This notice of intent is NOT a request for competitive quotations; however, interested vendors that regard themselves as capable of providing a product that can fulfill the requirements are invited to submit responses to the Government for consideration. This market survey is being conducted to help determine if there is an adequate number of qualified Small Businesses, Disadvantaged Small Businesses, SBA-certified 8(a) Program Participants, SBA-certified HUB Zone Businesses, Veteran-Owned Small Businesses (VOSB), Service Disabled Veteran Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), and/or Economically Disadvantaged Woman Owned Small Businesses (EDWOSB) vendors available that would be interest in a proposed acquisition who meet the specific criteria outlined below to justify a set-aside. As such, the USDA-ARS Midwest Area (MWA) Administrative Office's Acquisition and Personal Property/Fleet is seeking capability statements from vendors capable of providing this product/services. The associated NAICS is 541714 (“Research and Development in Biotechnology”) with a small business size standard of under 1,000 employees. The applicable PSC is B529 (“Special Studies/Analysis- Scientific Data”). Any subsequent procurement that might be made will be conducted as a commercial item purchased in accordance with FAR Part 12 and under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13. Capability Statements & Qualifications: Vendors who have the experience, as well as an interest in doing business with the USDA-ARS that can provide a technically acceptable product/services should submit a Capabilities Statement. For this notice a Capabilities Statement is NOT to be a quote, proposal, or bid, but rather short statements regarding the vendor's ability to demonstrate their expertise and experience in relation to the areas specified in this notice. In addition to the Capabilities Statement, vendors should complete the “Sources Sought Response Form” included in the attachments section of this notice and indicate whether they are a Small Business, Disadvantaged, 8(a), HUBZone, VOSB, SDVOSB, WOSB, EDWOSB, or Large Business.
