All other terms and conditions remain unchanged. ------------------------------------------------------------------------------------------ Solicitation number 12505B24Q0118 Procurement, install, setup and commission of new Cage Wash is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. This is a 100% Total Small Business Set-aside. The associated NAICS code is 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing), with a small business size standard of 750 employees and a PSC Code of 6640 (Laboratory Equipment and Supplies). This acquisition is for the following item as identified in the Line Item Number(s): 0001 Procurement, install, setup and commission of new Cage Wash Specifications: See attached RFQ 12505B24Q0118 The Contractor shall provide all items F.O.B. destination. Location of the Government site is USDA located at 1920 Dayton Avenue, Ames, IA 50010. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Price (2) Technical Specifications, (3) Completed copy of FAR Provision 52.212-3. All responses shall be submitted electronically to debora.wells@usda.gov. The basis for award is lowest price technically acceptable (LPTA). "LPTA" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications and (2) Price (to include shipping) and must also have satisfactory Past Performance. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest price quote is determined technically acceptable. Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made. INSPECTON AND ACCEPTANCE TERMS: All work will need to be scheduled with the Government’s representative. Contractor shall be given 365 days from the “Notice to Proceed” to complete the project. The contractor shall have 90 days to complete onsite work. See attached RFQ 12505B24Q0118 document for the Federal Acquisition Regulation (FAR) and the Department of Agriculture Acquisition Regulation (AGAR) provisions and clauses that apply to this acquisition. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. All invoices shall be submitted electronically. Quotes must be received via email to debora.wells@usda.gov by time specified in SF1449 box 8. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for the procurement, install, setup and commission of new Cage Wash in accordance with the attached Statement of Work 24Q0118. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this Sources Sought notification by 2:00 p.m. CT on May 8, 2024 to the attention of Debora Wells, Contracts Specialist, at debora.wells@usda.gov . All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: 1. Complete and return the attached 1 page Supporting Information Form; 2. Contact Name, e-mail address and phone number; 3. A statement of interest in any forthcoming acquisition. 4. A statement of capability to perform details of the requirement to include all requirements outlined in SOW. Interested vendors are instructed to provide only the data requested.
