Amendment 001 The purpose of Amendment 001: 1) Dissolve the small business set- aside for the Hereford-Cross Calves 2) Reissue a solicitation for this acquisition on the open market (SAM.gov) as unrestricted ("Full and Open"). All other terms and conditions remain unchanged _____________________________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B23 Q0262 Hereford - Cross Calves is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 112111 (Beef Cattle Ranching and Farming), with a small business size standard of $2.5M employees and a PSC Code of 8820 Live Animals, Not Raised for Food. This acquisition is for the following item as identified in the Line-Item Number(s): 0001) Hereford - Cross Calves Specifications: See attached RFQ 12505B23Q0262 for requirements The Contractor shall provide all items F.O.B. destination. Location of the Government site is USDA, 1920 Dayton Avenue, Ames, IA 50010. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: Technical Specifications, Price (to include shipping), and a completed copy of FAR Provision 52.212-3. All responses shall be submitted electronically to debora.wells@usda.gov. The basis for award is lowest price technically acceptable (LPTA). "LPTA" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications and (2) Price (to include shipping) and must also have satisfactory Past Performance. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest price quote is determined technically acceptable. Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by the technical representative and accepted at destination. Animal shall be deliverable onsite in one delivery at USDA on or near October 16th, 2023. See attached RFQ 12505B23Q0261 document for the Federal Acquisition Regulation (FAR) and the Department of Agriculture Acquisition Regulation (AGAR) provisions and clauses that apply to this acquisition. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for a Hereford Cross Calves for use in Study of Effects of BCG-RB51 co-administration on the immune response to RB51 and BCG in accordance with the attached Statement of Work Q0262. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this Sources Sought notification by 2:00 p.m. CT on August 21, 2023, to the attention of Debora Wells, Contracts Specialist, at debora.wells@usda.gov .
