The quote submission deadline is hereby extended to August 23, 2023 at 12:00 PM Central Time. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Amendment 0002 (August 4, 2023) The purpose of this amendment is to provide additional Government responses to Industry questions. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Amendment 0001 (August 2, 2023): The purpose of this amendment is to provide Government responses to Industry questions. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ The U.S Department of Agriculture (USDA), Agriculture Research Service (ARS), has a requirement for 0001: Gene Synthesis. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quotation (RFQ). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. NAICS for this procurement is: 541714 – Research and Development in Biotechnology (except Nanobiotechnology) and the Size Standard is 1,00 employees. This requirement is set aside for small business. See Attachment 1 - Statement of Work for a description of the services required. Period of Performance: Date of award – six months from date of award Place of Performance: Contractor’s Facility FAR Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. FAR Provision 52.212-2, Evaluation-Commercial Products and Commercial Services is applicable to this acquisition and detailed in the attachment. FAR Clauses 52.212-4 and 52.212-5 are applicable to this acquisition and included in the attachment. Communication Regarding this Solicitation: Any questions or comments regarding this solicitation shall be submitted through email to zachary.schuler@usda.gov no later than 2:00 PM CST Thursday, August 3, 2023. The vendor shall submit quotes via email to zachary.schuler@usda.gov and with a subject line of “Quote: 12505B23Q0238”, for receipt no later than 2:00 CST, Monday, August 7, 2023. Only those quotes received by this date and time will be considered for award. Submission of the quote that does not contain all items requested below may result in elimination from consideration for award. Responses must include the following items: The company name, point of contact, address, telephone number, e-mail address, RFQ number, and vendor UEI number. Offerors are advised to provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with any offer.
