THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1), single source for purchase not exceeding the simplified acquisition threshold, to: Any vendor that can provide STARe compatible equipment with the requirements. Description of Requirement: The contractor shall provide a new thermogravimetric analyzer with differential scanning calorimeter with the following minimum requirements: Furnace temperature range: 0°C to 1000°C Furnace temperature accuracy: +/- 0.3K Furnace temperature precision: +/- 0.2K Furnace temperature resolution: 0.001 K Furnace heating time: 10 min Furnace heating rate: 150 K/min Cooling system: mini-chiller Able to perform dual analysis of thermogravimetry and differential scanning calorimetry Microbalance range: 0-1g Microbalance resolution: 1.0 ug Must be compatible with existing STARe evaluation software package Qty: 1 system The NAICS code for the expected acquisition is 334516, with a Size Standard of 1000 employees and the PSC Code is 6640. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All other terms and conditions remain unchanged. ********************************************************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B23Q0140 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 dated March 16, 2023. This solicitation will be UNRESTRICTED. The associated NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). This acquisition is for the following item as identified in the Line Items: 0001) Differential Scanning Calorimeter Description of Work: The USDA requires a supply contract for a new thermogravimetric analyzer with differential scanning calorimeter to replace an obsolete DSC822e., laboratory instrument, in accordance with the salient characteristics listed in the Statement of Work. The Contractor shall provide all items F.O.B. destination. Location of the Government site is aboard USDA-ARS National Laboratory for Agriculture and the Environment; 1015 N. University Blvd., Ames, IA 50010and will also be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services and include a copy of 52.212-3 Offeror Representations-Commercial Products and Commercial Services. Submission of quote shall include the following: (1) Technical and (2) Price. All responses shall be submitted electronically to melissa.grice@usda.gov The basis for award is Lowest Price Technically Acceptable (LPTA). LPTA means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Pursuant to FAR 52.212-2 Evaluation—Commercial Products and Commercial Services, the criteria for evaluation are: (1) Technical and (2) Price and must also have satisfactory Past Performance. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest price quote is determined technically acceptable. Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made. INSPECTON AND ACCEPTANCE TERMS: Services will be inspected by Contracting Officer Representative (COR) and accepted at destination. Period of performance is 60 days after receipt of order (ARO). Reference the attached Federal Acquisition Regulation (FAR) and the Department of Agriculture Acquisition Regulation (AGAR) provisions and clauses that apply to this acquisition. Contractors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with their offer. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) at the time the quote is submitted.
