This pre-solicitation notice is in accordance with FAR 5.2, Synopses of Proposed Contract Action. This is a notice of intent to make a sole source award and is NOT a solicitation or request for competitive quotes. This award will be made in accordance with Federal Acquisition Regulation: 13.501(a) Sole source (including brand name) acquisitions. (1) Acquisitions conducted under simplified acquisition procedures. (ii) Conduct sole source acquisitions. The USDA-ARS Forage-Animal Production Research Unit (FAPRU) in Lexington, KY has an annual need for 30-90 beef heifers or steers. The USDA-ARS MWA Procurement Office in Peoria, IL on behalf of the FAPRU Office in Lexington, KY intends to make an Indefinite Delivery, Indefinite Quantity (IDIQ) type, sole source award with a base and four (4) option years under the authority of FAR 13.501(a)(1)(ii) to: S&B Cattle Co 1406 North Forbes Road, Lexington, KY 40511 The objective of this sole source award is to form an IDIQ type contract for 30 – 90 beef heifers or steers (base and four option years) which meet ALL of the following required specifications. Must be vaccinated (IBR and Blackleg). Must be dewormed. Must be sound and healthy. Must be 500 +/- 50 lbs., unless specified per research project objectives. Must be delivered between July 1 – June 30 annually as needed for specific research projects. Animals must be transported directly to the University of Kentucky, C. Orin Little Animal Research Center in Woodford County with no other animals in the trailer. Certificate of Veterinary Inspection from Allen and Jolly Veterinary Services PLLC (Versailles, KY) required on all animals. The NAICS code for this requirement is 112111 (Beef Cattle Ranching and Farming) with a small business size standard of $1.0 Million. The PSC code for this requirement is 8820. NO solicitation or solicitation package will be issued. This notice of intent is NOT a request for competitive quotations; however, interested vendors that regard themselves as capable of providing products that can fulfill the requirements are invited to submit responses to the Government for consideration. Interested parties may identify their interests and capability to respond to this requirement by NO later than Tuesday, May 31, 2022 (05/31/2022) at 5:00 PM Central Time to Aaron Dimeo at aaron.dimeo@usda.gov. Any submission in response to this notice must show clear and convincing evidence as well as be in sufficient enough detail to show that they can provide products that would meet the Government’s need and that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or NOT to conduct a competitive procurement. Again, this is NOT a request for competitive quotes. This notice is for informational purpose sonly. Responses received shall be considered by the agency; however, determination by the Government whether or NOT to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
