The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has the need for facility Operations and Maintenance Support Services for the National Center for Agricultural Utilization Research (NCAUR) in Peoria, Illinois. This is being procured as a 100% Total Small Business Set-Aside. The selected contractor will demonstrate their capability of meeting the highly specific needs of the end user per the Performance Work Statement. The award will be for a firm fixed price type contract with an indefinite delivery component for additional work. This is a Total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210. Proposals are due on July 8, 2021. Description of Work: This contract requires furnishing all labor, equipment, supervision, materials, and incidentals for Operations and Maintenance Services such as, but not limited to, HVAC, Security, Janitorial, Architectural and Structural, Grounds Maintenance, Electrial, Piped Systems, Utilities, Shipping/Receiving, and Administration of Work Management Systems. This procurement requires the use fo biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired form among qualified products that fall under the umbrella of items designated through the USDA BioPreferred Program. The contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation, and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and sustainable Product Procurement," dated February, 2012 to provide biobased products. Multiple pre-proposal conferences have been scheduled. They are schedule for June 8, 9, and 10, 2021 at 9:00 AM and 1:00 PM CDT each day. The conferences will be held at the NCAUR, 1815 North University Street, Peoria, IL 61604. The same information will be presented at all conferences, so offerors need to only attend one. Due to COVID-19, attendance is limited to 10 people per conference and face coverings must be worn at all times. AMENDMENT 02 - 07/09/2021 This amendment provides an updated Schedule B Addendum, Attachment 04, Attachment 16 (in PDF and Excel format), list of fire alarm system devices, responses to all requests for information received by the RFI deadline, the sign-in sheets from the site visits, and extend the proposal due date to 4:00 PM CDT on July 23, 2021. AMENDMENT 03 - 07/20/2021 This amendment provides a Past Performance Questionnaire to be utilized for providing past performance information if no CPARS or other formal performance evaluation is available. The offeror shall complete page 1 and submit to the customer point of contact for the contract to complete page 2. If page 2 is not returned to the offeror in time to submit with the rest of the proposal, the offeror shall submit the completed page 1 with the proposal package.
