AMENDMENT 1, FEBRUARY 24, 2021 This solicitation has been amended to: 1. Extend the date offers are due to March 1, 2021. 2. Clarify that the hammered sawdust must be BULK; packaged sawdust will not be accepted. 3. Reiterate that deliveries shall be made with a walking trailer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0030 is issued as a request for quote(RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. It is the offeror’s responsibility to be familiar with the applicable provisions and clauses. The clauses may be accessed in full text at www.acquisition.gov/far and www.acquisition.gov/agar. This solicitation is a 100% Total Small Business Set-Aside. The associated NAICS code is 321999; the small business size standard is 500 employees. The government intends to issue a firm fixed price purchase order. The basis for award will be lowest price technically acceptable (LPTA). The USDA-ARS in Stratford, Wisconsin has the need for the following: 001) Hammered sawdust, 12 deliveries of 22 tons each from approximately March 9, 2021 through July 26, 2021. 002) Delivery fees, if applicable (must be shown on quote) Scope of Work: The USDA-ARS Marshfield Agricultural Research Station is seeking quotes for BULK hammered sawdust to be used as bedding for lactating cows. Twelve deliveries of 22 tons each (total contract quantity of 264 tons) of BULK hammered sawdust to the UW Marshfield Agricultural Research Station, 208356 Drake Ave., Stratford, WI 54484. Sawdust shall be delivered by walking trailer in approximate 22-ton loads. (The MARS station cannot accept multiple loads at once due to space limitations.) Deliveries will begin about March 9, 2021 and continue through approximately July 26, 2021. Exact delivery dates may change; deliveries must be coordinated in advance with the government. Deliveries shall take place Monday-Friday between 7am and 4:30pm local time, excluding Federal holidays. Tentative delivery dates will be March 9, March 22, April 4, April 16, April 28, May 10, May 21, June 2, June 14, June 28, July 12, and July 26, 2021. However, usage rates vary with weather conditions and season. The contractor shall leave a delivery receipt with delivery weight at the UW Marshfield Agricultural Research Station Office with each load delivered. REQUIRED SPECIFICATIONS FOR BULK HAMMERED SAWDUST: Moisture content between 10 and 15%; Particle size less than 3/8", but no more than 20% fine (< 1/8") particles Bulk density > 10 lbs/cubic foot Free of foreign material and debris No additives, such as corn stalks, bean stalks, oat hulls, or straw. Quotes must acknowledge all specifications as listed and must include all delivery fees and any other fees/costs. QUOTE MUST SHOW PRICE PER TON. Submitting a Quote: To be eligible for award, offerors must have an active registration in the System for Award Management (SAM) at the time of offer. REGISTRATION IS FREE. For assistance with SAM call 1-866-606-8220 or go to www.sam.gov. A DUNS (Dun and Bradstreet) number is required in order to register. Vendor must include their DUNS# on their quote. Quote must be submitted on form SF-1449 (attached) with the company’s full name, address, phone number, and DUNS number. NOTE: Quotes must include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The offeror must review the attached provisions and clauses, complete as required, and submit the completed provisions/clauses with their quote. The submission and payment of invoices on the resulting contract will be made through the Department of Treasury’s Invoice Processing Platform (IPP) at ww.ipp.gov. As such, vendors must be registered in IPP to submit invoices for payment on any resultant contract. The offeror does not have to have an IPP account at the time of award; rather, they must have an active IPP account by the time an invoice will be submitted.
