This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0015 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. It is the offeror’s responsibility to be familiar with the applicable provisions and clauses. The clauses may be accessed in full text at www.acquisition.gov/far and www.acquisition.gov/agar. This solicitation is unrestricted. The associated NAICS code is 311119; the small business size standard is 500 employees. The government intends to issue an Indefinite Delivery-Indefinite Quantity firm fixed price purchase order for animal feed. The basis for award will be lowest price technically acceptable (LPTA). See attachments for specifications. Submitting a Quote: To be eligible for award, offerors must have an active registration in the System for Award Management (SAM) at the time of offer. REGISTRATION IS FREE. For assistance with SAM call 1-866-606-8220 or go to www.sam.gov. A DUNS (Dun and Bradstreet) number is required in order to register. Vendor must also include their DUNS# on their quote. Quote must be submitted on company letterhead or form with the company’s full name, address, phone number, and DUNS number. NOTE: Quotes must include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The offeror must review the attached provisions and clauses, complete as required, and submit the completed provisions/clauses with their quote. The submission and payment of invoices on the resulting contract will be made through the Department of Treasury’s Invoice Processing Platform (IPP) at ww.ipp.gov. As such, vendors must be registered in IPP to submit invoices for payment on any resultant contract. The offeror does not have to have an IPP account at the time of award; rather, they must have an active IPP account by the time an invoice will be submitted.
