The intent of this pre-solicitation notice is for informational purposes only. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Midwest Area (MWA) Administrative Office's Acquisition and Personal Property/Fleet on behalf of the USDA-ARS Livestock Behavior Research Unit (LBRU) located at 270 South Russell Street, West Lafayette, IN 47907 intends to make a firm fixed price, sole source award for a preventive maintenance service agreement to cover a Steris Autoclave Sterilizer (serial # 012300306) by entering modification(s) to exercise the option year(s) of the purchase order (PO) # 12505B21P0224 to: Steris Corporation 5960 Heisley Road, Mentor, OH 44060 The anticipated period(s) of performance is/are as follows: Option year 2: September 21, 2023 through September 20, 2024. Option year 3: September 21, 2024 through September 20, 2025. Option year 4: September 21, 2025 through September 20, 2026. The applicable NAICS for this requirement is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of less than $22.0 Million. The applicable PSC for this requirement is J066 (Maintenance, Repair, and Rebuilding of Equipment- Instruments and Laboratory Equipment). The proposed modification(s) to PO# 12505B21P0224 to exercise the option year(s) will be made utilizing FAR 17.207 (Exercise of Options) under the authority of FAR 52.217-9 (Option to Extend the Term of the Contract). No solicitation or solicitation package will be issued. This notice of intent does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to make a new award on the basis of this notice. No reimbursement to vendors for any costs associated with preparing or submitting a response to this notice will be provided. However, all responsible vendors that regard themselves as capable of providing services that can fulfill the requirement are invited to submit responses which, if received by or before 11:59 PM CT on Friday, August 25, 2023 shall be considered by the Government. Interested vendors may identify their interests and capability to respond to this requirement. Any submission in response to this notice must show clear and convincing evidence as well as be in sufficient enough detail to show that the vendor can provide services capable of meeting the Government’s need and that competition would be advantageous to the Government. All responses must include the vendor’s Unique Entity Identifier (UEI) and be submitted via e-mail to the Government’s primary point of contact Aaron Dimeo at aaron.dimeo@usda.gov before the previously stated deadline. No phone calls will be accepted. The e-mail subject line shall include: 12505B21P0244OY2. Responses received shall be considered by the agency. However, determination by the Government whether or not to compete this proposed award upon response to this notice is solely within the discretion of the Government. If no responses are received by the date and time specified above, the modification to exercise the option will be made without further notice.
